This Agreement is entered
into pursuant to the provisions of Section
167.01 et seq. of
the Ohio Revised Code for the purposes of
forming a voluntary association between the
parties, each of which is a political
subdivision of the state of Ohio, and for
the purpose of establishing a Family and
Children First Council as defined in Section
121.37 of the Ohio Revised Code. The purpose
of the Council shall be to coordinate and
integrate those services within Clark County
which are available for families and
children and to establish a comprehensive,
coordinated, multi-disciplinary, interagency
system for the delivery of such services in
order to more effectively meet the needs of
families and children.

BYLAWS
The Clark County Family and Children First Council (hereinafter referred to as the "Council"), has been formed for the purpose coordinating and integrating those services within Clark County which are available for families and children and for the purpose of establishing a comprehensive, multi-disciplinary, interagency system for the delivery of such services in order to more effectively meet the needs of families and children in Clark County, Ohio. The
Bylaws have been adopted by the Board of
Trustees pursuant to Article 3 of the
Agreement of Articles establishing the
Council to provide guidelines for the
conduct of business of the Council by the
Board. In the event of any conflict or
inconsistency between the provisions of the
Articles and these Bylaws, the Articles
shall govern. The Bylaws may be amended from
time to time by the Board as provided in the
Articles.

Ohio Revised Code 121.37-38
The council shall be composed of the
superintendent of public instruction and the
directors of youth services, job and family
services, mental health, health, alcohol and
drug addiction services, mental retardation and
developmental disabilities, and budget and
management. The chairperson of the council shall
be the governor or the governor's designee and
shall establish procedures for the council's
internal control and management. |
