Partnerships for Success was developed based
on a thorough review of community
planning
processes.
Although elements of the
Comprehensive Strategy approach are featured
in PfS, the developers of the PfS Model have
made extensive changes to make this a
state-of-the-art approach to planning,
implementing, and evaluating community
efforts that address a wide variety of youth
development issues. Although the PfS Model
is followed in a linear and chronological
order, in reality the model revolves around
a constant commitment to making data
informed decisions including the following:

counties to prevent and respond
effectively to child and adolescent
problem behaviors while promoting
positive youth development.
