OUR ORGANIZATION
The Clark County Family and Children First Council is a regional council of governments. The powers of the Council can be found in its Agreement of Articles and are based on Ohio Revised Code Section 167. The duties of the Council are also found in the Agreement and are based on Ohio Revised Code Section 121.37
OUR PURPOSE
The Clark County Family and Children First Council formed in 1994 in response to then Governor George Voinovich’s establishment of the Ohio Family and Children First (OFCF) Initiative. OUR MEMBERS
Membership of the Clark County Family and Children First Council as a regional council of governments includes the parties to its Agreement of Articles and other political subdivisions that enter into the Agreement or are admitted to membership.
Members are:
- Board of Clark County Commissioners
- Clark County Job & Family Services
- Clark County Juvenile Court
- City of Springfield
- Board of Springfield City Schools
- Clark County Educational Service Center
- Board of Health of the Clark County Combined Health District
- Mental Health & Recovery Board of Clark County
- Developmental Disabilities Board of Clark County
Each Member has the right to vote for or appoint its representative or alternate representative to the Clark County Family and Children First Council Board of Trustees. The Members authorize the Board to exercise all of the rights and privileges of the Members regarding the management and operation of the Council.
Members exercise Reserved Powers as outlined in Section 23 of the Agreement of Articles.
